CREAMY LAYER IN OBC

Dear sir,
I just want to know whether I fall under non creamy layer in OBC or not.
I and my wife are working in nationalised banks and our gross salary per month is 90000/- and my father's income per annum is less than 100000/- and my age is 28 years. Am I eligible to apply for any exams like UPSC as an obc candidate or do I fall under creamy layer.

Reimbursement of medical bill

My nabour got removed uterus from Private Hospital which charged Rs. 55000/- as an Emergency case. Her husband is a Rajsthan State Govt Servant. Her Husband has an private assurance policy also in addition to this policy, he has right to get the amount reimbursed from State Govt/.
Now according to assurance policy only Rs. 20000/- can be reimbursed as it is not older than two years. Management of Hospital told that though our Hospital is not on the list of approved Hospital of State Govt, yet in Emergency cases amount can be reimbursed.
It was suggested to her that First all original bills of Rs. 55000/- should be given to Govt Dept, if it reimbursed fully,O.k.
AT the same time information and photocopy of original bills of Rs. 55000/- should be given to private assurance company with request that if amount is not reimbursed by State Govt i.e. if rejected as it is of private Hospital, please reimburse only Rs. 20000/-
Please advise whether it is legally O.k. and same can be done.

Experience certificate issue in govt deparment

Hi,
I recently got recruited in a government job (defence sector) as an Upper Divisional Clerk. As an essential requirement it had asked for a minimum 2 year experience anywhere as a Lower div. clerk or 3 years in Office management.
Now that a few years back I and my brother had registered a startup (pvt ltd) with both of us as directors and within a year it was shut down due to sustainability and failed revenue model (we didn't even file returns). I used an experience certificate of the same company here for 3 years.
Now, since I am to undergo a background verification which I believe will also consider this company? Now since we (me and my brother) were directors, how are they ever going to find out the details and whether it would affect since there is no valid point to reject the fact that I had an experience of 3 years as a company. Little confused over this. Or should I reject the offer if its going to be problematic? Because I have nothing much to lose here.

Using mobile while driving

Dear all

First of all thank you having a club like this.

This is regarding an event happened today. I was riding my 2-wheeler and from nowhere water splashed on me. For my surprise it was from the windscreen water jet from a car to the left of me. it was persistent for about 5-7 seconds and then he/she drove the car in greater speed. I increased the speed and followed him/her. At one point I brought my vehicle in front of his/her car and realized that he was using his mobile. He too stopped the vehicle and I mentioned it to him that because of his negligence water splashed on me. He was, needless to say, unapologetic and mentioned that what could he do. The important part comes here. I used two bad words. I moved towards my vehicle and clicked a photo of his car.

My query are as following:
1) Can I file a case against him for using mobile while driving? I do not have a video or a photo for this. The only proof is that the water splashed because he was using his mobile while driving.
2) What punishment will I be having since I used two bad words?
3) When I file a case the Police usually asks for my address. Is there a law wherein they are not supposed to mention my details (address or number) to that person/party against whom I file a case? I do not mind being there in person. My only issue is my address should not be mentioned.

Thank you in advance.

Major repairs fund

In our society major repairs work is proposed to be carried out. There are flats comprising of 04 shops, 07 nos 01 BHK and 04 nos 01 BHK. How do we move ahead to share the repair expense ? Should we do it equally among all flats and shops. Are the charges to be levied - differently area wise, commercial and residential ? or flatwise/shop as an individual unit.
