transfer of property

A residential plot is in the name of my grandfather who died in 1984, my father is the only son. we are three married brothers. now my father wants to divide the plot equally among us. we all wants to built respective houses. for that purpose we executed a family settlement. but the development authority do not recognise unregistered family settlement. they wants family settlement to be registered. the question is to register family settlement stamp duty will be attracted. if stamp duty is to be paid is it better to execute gift deed in favour of two brothers and for remining 3rd portion a registered will may be executed. there is no dispute of any kind in the family. all are willing to get it done legally.
my question is :
how to transfer this plot into equal share to get legal and marketable title so that development authority could accept it.

stamp duty on rent lease deeds

our company signed an agreement to lease only to take one shop on rent at upcoming Meelange Mall at Meerut with the mall management for nine years and gave three month deposit. In the meantime the shop was sold to some individual and were asked to sign the lease agreement with this party. But on completion we find the mall may not attract footfall we therefore entered into 11 months agreement with the new owner and again signed one more 11 months agreement on reduced rent now since the mall was not doing well.
we vacated the shop before this agreement expires.
now we are being asked by the Meerut stamp duty collector to pay stamp duty on both these agreements since we have given deposit.
pl clarify whether we are liable to pay the deposit?

Transfer Duty in event of Dealth

Hello.
My father expired leaving behind a 50% share in a business and property owned by the business. As the partnerhsip is being dissolved, the 50% share in property is to pass to my mother (the other legal heirs are relinquishing their rights). Will this property need to be mutated or transferred? Also what is the stamp duty/other duties to be paid. As she has inherited the property, is the duty same as fresh purchase or is it different? Please guide.
