Rtc

is it possible to 2 RTC for Same Land?My Mother in Law Purchased a property on 1996 4 cents by agreement, but that is declaration property of 1982.so they can sold that property only after 15 years after declaration.the seller was old (82 years)so she gave power of attorney to my mother in law to make registration of property . Then my mother in law registered that property to father in law name(1997-98).we got RTC in father in laws name.then that land was vaccant up to 2012. Now when we started to make home in that place, the seller Son (mother died in 2003)was telling that land is their name, they also telling that they also have RTC for that land. please give me suggestion to know the truth.
RTC means Record of Right of tenancy and Crops.one copy kept in Villege accountant office , duplicate in taluk office of Karnataka.

What is the appropriate agreement to change schedule of Property, while handing over possession.if actual schedule is changed by shifting to one end of a rectangle sized property, where a situation arises that intended area increases to double fold and buyer interested only in committed previous area.

Dear Experts
I was making query on the judgment number on the changes recommended by SC on present working of Central and State Commission with experts RT Act 2005. None could give, but advised me to try in Google search . I did and got it as follows. WRIT PETITION (CIVIL) NO. 210 of 2012.
Will this is a recommendation for parliament to consider or is law already?
