Legal Heir Certificate

My grandfather died in 1990 and my father died in 2014. My grandfather had 8 children 4 boys and 4 girls.
Now all our property is in "common patta" and all legal heirs i.e. my father and all his brothers' names are included in it.
When I approached the local VAO to change all our property into my mother's name he asked me to bring my grandfather's legal heir certificate.
When I said that out of 8 children of my grandfather only 2 are alive now. He said that then I need to attach the respective legal heir certificates of all the deceased childrens of my grandfather.
This is practically not possible as approaching my uncles' and aunts' children and grandchildren will take ages. Even if I approach them nobody will hand over their father and grandfather's legal heir certificate.
So what are my chances of getting my grandfather's legal heir certificate and converting our property from family's "common patta" into my mother's name???

General power of attorney

Notary act and rules

In a property transfer case the notary attested 10 affidavits and indemnity bonds pre-signed by the Lrs, but all the documents don't bear the notarial register no. and the notarial register has no records of the said attested documents and the property gets tranferred. Can any one of the Lr's claim that the documents attested by the Notary are false and not maintainable as he never signed the documents in the presence of Notary. Moreover the Notary himself in court during his chief-examination, admitted that he sometimes makes an entry in his notarial register and sometimes not, as per his discreation. Can any criminal complaint be lodged against the notary?

Family certificate

My mother owned a property in Kerala which others had occupied and we were settled in Orissa I came 22 years ago to Kerala and my mother died in Orissa few years ago. Now those who had occupied the property have come forward voluntarily to rectify and pay the money for the property. The register office in that area has asked for Family Certificate. And when I looked online I found that we need to produce the ration card. The ration card was in Orissa but it was lost many years ago. We did not go after it at that time. Mummy did not have in her name any passbook or anything else. As the property was occupied it was considered lost and no will was made. What should I do now,
