Birth certificate after 31 years not registered

hi I m punam.Iwas born in yamunanagar,haryana on 7 jan.1982.
My birth was not registered at that time.Ineed the birth certificate urgently.Please advice me how I can obtain that?
Also advice if it is possible through a lawyer?Please also advice some good lawyer in my area?

You need to move an application on the prescribed format to local SDM with the attached formalities and thereafter a permission is required for Registrar Birh & Death from that office.
