B.u. permission in ahmedabad

Hi,

I am planning to buy a new flat in ahmedabad from a builder for the under constuction building which do not have received B.U. Permission yet.

I am from mumbai and not aware of the term "B.U. Permission". Could you please explain? and also let me know whether it is fine to take flat of building which do not have BU permission? Constuction is almost 80% complete. and builder is saying that he has applied for the BU permission , it should come in some time.

It is advised not to purchase such property unless BU permission is with the builder.

BU- Building Use permission is not with the builder, it is not free from risk to purchase such building.
