it is compulsory for a serving govt employees to fill the attestation forms and signed by DM or SDO for joining other government establishment

The government employees are governed by the rules and regulations as stipulated in the civic services conduct rules.
Therefore it is mandatory for them to comply with the conditions stipulated therein for all such activities as stated in your post

If it is in the same government(same state) it is only a departmental transfer and the query does not arise. If you go to another state government(not present state) service or central government service you shall fill out the attestation forms.
