Quick Summary
Adverse remarks in an Annual Performance Report (APR), formerly known as ACR, are comments that fall below the benchmark for promotion. These remarks typically relate to an employee's work ethic, behaviour, or skills, such as a lack of hard work, arrogance, or insufficient skill. While grading scales usually range from outstanding to below average, any comment indicating performance below the standard required for advancement can be considered adverse.

Is it a legal issue? It all depends on the work, behaviour, skill etc. So if any employee is not a hard-working person, arrogant, not skilled, etc are the adverse remarks in general.

Are a Government employee. Any remark in the APAR (formerly ACR) which falls below benchmark for being considered promotion constitutes an adverse remark.
