Adding daughters name for fathers pension ap state govt

Dear Sirs
My friend aged 34 years, after dvc and 498a staying with parents and no divorce proceedings applied. Father Retd AP state Govt Engineer and getting pension. He retired before his daughters' (my friends' ) marriage. Mother is alive.
1. Can father or mother add daughters name for pension as she is dependent for them and make daughter also eligible to get pension after mother.
can they produce other than divorce certificate --ie Islam Khazi certificate stating she is not staying with her husband as her husband not willing to divorce her.
2. Theoretically is it possible to add daughter name for pension after mother or instead of mother can daughter get pension?

The name of unmarried / divorced / widowed daughter can be added in PPO unless she is earning less than Rs 9000 per month.

A.P. Pension Rules, 1980 under Rule 50(13)(xvi), the widowed/divorced daughter and parents
who were totally dependent on Govt. Servant, while he was alive, are eligible for family pension vide G.O(P) NO.523, Finance, dated 22-06-2004 & G.O.Ms.No.231 (Fin(Pen-I) Dept., dated 08-08-2008 & G.O.Ms. No.315 dated 107-10-2010 & G.O.Ms.No.353 Fin. (PSC) dt. 04-12-2010.

She has death certificate of her relative, and can easily get Muslim marriage certificate as Khazi is her family friend.

a. Is if possible for her mother to inform PPO that her daughter is widow and dependent on her and attach her name for pension after her mothers death?
b. Will Muslim marriage certificate given by Khazi is acceptable certificate by treasuries & account department?
c. Whether a third person can get by RTI, the dependent details and supporting documents submitted by the mother who is presently receiving family pension on behalf of her widow daughter?

please come with facts of the case and how you are connected.

This forum cannot be spokesperson of the department which has to accept "divorced" status of the daughter.
