about validity of appeareance before court

If an advocate is not in panel of approved govt counsel and still appear before court on behalf of govt deptt for pleading is this valid? Can it render the hearing void?is vakalatnama given by that counsel is enough to validate its appearance?
plz guide...

Vakalatnama is enough power for his appearance on behalf of the deptt. signing the power of attorney (vakatalnama)

He need not be in the panel. Vakalatnama is enough for representing his client.

Respected members, I have now come to know that the respondent advocate is neither in govt panel nor filled any vakalatnama or memorandum of appeareance before disability commisiion in hearing..it has power of cvil court..
is this fact can be termed as concealment of fact by deptt before comission? In my case hearing has been done but judgement is pending..if vakalatnama filled now before judgment by respondent can it be valid?

At most, you may inform the Commision about such irregularity and concealment of his not being duly authorised in the matter
