what are the requisite conditions,registration,permissions and procedure (if any) to start any online legal consultancy?

if anybody wants to start legal consultancy online what are the conditions he should comply?
what are the permissions he shall sought and from whom?
what would be the cyber law effects?

I think no permission is required from anybody to start online consultancy.
