In terms of Sec 372 of the Indian Succession Act, 1925 application for the Certificate has to be made to the Dt. Judge in whose jurisdiction the deceased ordinarily resided at the time of his death or where the property is situated.

Dear Author,

An Application for the grant of Succession certificate has to be made before the District Judge under section 372 of the Indian Succession Act, 1925.However in Mumbai you have to first obtain a letters of administration, if your father has died intestate or probate if you have a will.
The entire process will take about 6 to 12 months.
Hope this helps.
