What is poa case...? how to put strong this case?

hello sir, my father put a POA sec 3(1)(x) case against 3 persons last month they are harshly talk about my family and my cast i'm (sc) my father gave a complaint in police station. the police prepared a FIR statement against accused they get an anticipatory bail in chennai high court.. now DSP was preparing charge sheet for this case.. accused party are trying to stop preparing of charge sheet.. there is any legal way to stop the charge sheet preparing..? after preparing of charge sheet what is the procedure to handle this very strongly because they are actively cancel this case before the case trail in court...
