A person named Late sh. Sub hash verma was expired as on 2nd of the may and he was working as Auditor in of Haryana state electricity board. He was the senior member of his audit party that consist also 2 or 3 clerk as junior. For the purpose of audit as on 1998 he appointed for audit of a subdivision of Nuhu ( sohana) IN that subdivision a clerk MR. XYZ worked as cahier embezzled money 45897/- from the cash by his clearverness and master mind and audit team of mr . subhash verma when did that audit unfortunately they could not detect that embezzlement did by MR XYZ . On the time of special audit that embezzlement caught by that team and also flashed out a vague scandal did by my xyz.
The head of the audit department of sh. Verma charged on only mr verma not the audit team for laps of duty and error of commission and omission. On the other hand HSEB recovered full amount of embezzlement from MR .xyz. but the Head office of mr verma panelized Mr. verma with stopped two increment with future effects. Mean that time one increment appo.200/- that twice in a year that mean 400/- per month on basic and other % of DA other and now that is 700/- per so boar recovered app.500000/- from verma and full from xyz.
Now other point is that mr Sanjay tiwari also appointed for audit of this subdivision that also could not detect the embezzlement did by the Mr .xyz. Amounted Rs.105057. That also detected by special audit team now the Board panelized Mr. Tiwari with rs 10507/- means 10% of embezzled amount and ok .
Now they charged same point error of omission and etc.
Mr. verma filed a sue in Haryana and Punjab high court for against this order in year 2000 but no hearing occurred till now mr verma died and his deceased member also suffering all this financial loss.
Advice me what will they do for this .
One side punishment 10% other side a lot of amount .
And according to article 14 it may equality of punishment case tell me what they do for this .
