Transfer of driving licence to another state.

Hello good morning everyone
I have a light motor vehicle LMV licence from delhi state. Now i shifted to punjab permanently ,i have decided to start a tourist business ,for that i should have a commercial LTV licence from punjab. If i makes a new learning license , it will take 1 year process to make it commercial. Is there any process to transfer the delhi LMV license to Punjab LTV license ...pls help..
