Is it legal to pay property transfer charges to apartment committee not society for selling my flat in Maharastra?

What is the distinction between "apartment committee" and the society?

As far as I know both are governed by different set of rules. Apartments don't issue any share certificate, so during a sale there's no role of committee.

Yes. During the sale, there is no rule f committee.
