what is the correct procedure
for annual general meeting of cooperative housing society

You have to mark absence of the secretary and record the reasons mentioning whether leave is granted for his absence. Regarding the chairman authorising one of the secretary to act as general secretary, the relevant bye-laws of the society about such matters have to be referred.
