Supply of water blocked to flat members

We stay in a flat in Chennai which houses 4 families.
One of the flat members in the 1st floor, is hoarding all water and due to this reason, rest of the 3 members are being denied water.
We have common sump, overhead tank and pipeline connection which cannot be de-linked now.
Can you please advise, if I can proceed legally and the procedure involved as initial talks to amicably solve this issue have failed.

You can proceed legally for protection of your rights. If you have any agreement relating to sharing of water, it will be of great help.

Can you please guide me on the legal procedure.
1. Should I be going to the Police station and filing a written complaint?
2. What all should I be stating in the complaint, as there is no documentary proof.
3. Also, there are no agreements on sharing of water nor is there any flat association in place.

call a meeting of all 4 members .form flat association . fix water timings in morning and evening . pass resolution to that effect . dont file police complaint .

Since the guy is hoarding all the water as soon as the water motor is on, can fixing of timings be of help....
The flat comprises of 8 block each having 4 flats each.Forming flat association is not being possible as most of the other block owners in the flat are not according consent.

Since this is civil dispute, no police complaint can be filed. Try to solve it amicably. Sit and talk and solve issue amicably. court case will create more heart burn and should be resorted to only if nothing works.
