Station Settlement for accident case

Hi Experts,

I came across a case wherein, the accident victim & driver were made to arrive at a settlement in police station for x amount.
Post which a settlement letter was issed @ the behest of victim/Injured stating no further claim against the driver;
My query is:
1)Is such letter valid under law.
2)What will be the driver's stand if the victim obtains treatment, money in lieu of the accident & then changes track to file an MVC case.
3)Does the driver have any instalation against such future claims by victim.

when there is settlement driver must obtain the receipt/deed of settlement, otherwise victim may file a case claiming compensation against him again
