Society share transfer

If the secretary has resigned and in absence of the secretary,then who has the authority to transfer share certificate of a said flat.

Secretary is one amongst the Managing Committee of the Society whereas besides Joint Secretary, President, Vice-President and Treasure are continuously responsible and functioning work.
Approach either of them.
Secretary is "no" authority, please note.
