Can a civil suit be filed for Slander only in India ? How to calculate damages if there is no monetary loss and the loss is only mental harassment / sufferings / humiliation etc. ?

1.Yes.

2.Depends on Gravity of slander/ defamation.

A suit for tort of slander can be filed in India.Damages would largely depend on the status of yours and suffering caused.
