R/Sir,
i had purchased flat in Ambarnath, District Thane Maharashtra on August 2011. My builder is asking now 4.6% of agreement value as ST & VAT. He is asking this sum in cash only & dont want to issue receipt for this money. He is saying that he will give only on his letter head that we had paid money for ST & VAT. please issue me guidlines in this regard.

make payment by cheque . obtain receipt that payment is towards st and Vat .

I don't think Sales Tax and Value added tax (ST and VAT) applies to immovable property transactions.

You should have to pay stamp duty and registration fees are enough.
