You should go through law books available in your bar library especially Service law Journals and Reporters then should decide whether to represent management side or employee side then precure work and act accordingly.

Good start. Bulk of service litigation is on promotion matters and disciplinary matters this covers about 75% of the activity. You can subscribe to Swamy's monthly reporter. You can refer to some of Swamy's Annual service law reporteres available in library.

Central Services Rules which govern the rules and regulations of Central Govt employees in employment.
Raj Kumar Makkad (Expert) 02 February 2012
If you are intending to start from employe side then it shall be better for you to become legal adviser of any labour union/employee union so that your circle may increase and you may fetch work.
Shailesh Kr. Shah (Expert) 03 February 2012
In addition to above advises, you can consult with senior counsel for guidance.
