Under what circumstances a traffic inspector can seize driving license?

at the time of the accident
at the time if the vehicle is parked in the no parking zone
at the time when the vehicle is driven in the one way
but most of the time licence is not taken, mostly the challan is being to thwe accused
except their has been accident and the case has been filed u/s 279 ipc

in case of any crime or non payment of fine,driving license can be seized by IO.

My question is, how the traffic inspector can seize the DL in case of challan, moreover, when the identity has been disclosed by offender.

YOU MAY CHALLENGE HIS ACTION BUT HE CAN DO IT.RATHER THEY DO IT DAILY.
