sir,
if some one wants to file sc/st atrocity case on another person

what is the way.
what is the process.
what are the proofs he has to show to police people to file the case ?
will the police people going to lodge the case immediatley or will they do any enquiry on it first .

You have to lodge a complaint with the Police. Police will first make enquiries and then register a case.

I heard that in most of the times police people will arrerst others in sc/st atrocity case with out doing any proper enquiry ? is it true ?

Yes, you heard right but it depends upon case to case basis subject to prima facie evidence.
