Is a Company Secretary in practice can appear before official Liquidator under sarfaesi act or only lawyers are allowed to appear before official liduidator under sarfaesi Act?

Yes.

if advocate is appointed for the matter , then no.otherwise yes.

but CS can not go to court , as official liquidator has to make application to court for any order ,tehn CS can not appear ,except power of attoerney in his favor and to stand in witness box.
