Right to way from another state

(Querist) 05 October 2012 This query is : Resolved 
"A" is having property in Undivided Punjab. After reorganization his land is right at the border of Punjab and Chandigarh. His land is vested in Punjab and surrounded by residential area of Punjab from the three sides. The remaining fourth side is in Chandigarh and is is the only way left to approach the land of "A". Later on he also purchased the property adjoining his land in Punjab. Now half of his land in Punjab and half in Chandigarh. Part of Chandigarh is the only way to approach the other part in Punjab. Now the Chandigarh Administration acquired the property falling in chandigarh and constructed a electricity station there. Hence blocking the way of property situated in Punjab.

Now the question is :

Can "A" claim 'right to way' from the Chandigarh Administration for a property which is situated in Punjab.

A' can file a Writ Petition in High Court.

You can, of course file a writ petion, but you cannot expect the Chandigarh administration to provide way for a land in Punjab State.

Problem is from Punjab side land is locked from past 50-60 years..and the land from chandigarh side is used as a way. Question is a writ against chandigarh adinistration is maintainable or Punjab govt hand to provide the way?
