Right to information for patent cases

Querist : Anonymous (Querist) 09 December 2011 This query is : Resolved 
Dear Experts,
We have filed the RTI applications under RTI ACT with the authorities in the Patent Office. However we have not received any intimation from them since a long time.

Can we file appeal, if so before whom and how.
Please explain in detail.
