Return of certificates in case of discontinue

Hi Experts,
I tell everything true here.My wife has studied 2nd year b.pharmacy in one pharmacy college(not good to mention names). she has been in management quota, which happened before my marriage.Basically I do not like the way they do business over students, as there are no proper classes engagement.Her parents said they can not pay money. I do not like to pay also, as college may ruin my wife career. I want to get the return of the certificates without fee of the remainaing years(they are asking us to pay all 4 years money).
I do not need them to give certificates back now itself. I can wait for the remaining 2 years as their is no urgency. But i want my wife to study under me of any arts subject in future as i have good knowledge on studies.as soon as the 4 years are over, it should be as early as possible i should get my wife certificates, as law may take more time in case if i am not mistaken.if certicates can be come back before time without paying money and before 4 years also i will be happy.please suggest some solution.
OR should i pay whole 4 years money irrespective of time?

Generally private professional colleges adopt such tactics to extract money.
It is doubtful that the certificate would be returned even after 4 years without paying them the whole money /fees.
It is doubtful that they have issued any receipt of the certificates and in case of notice they may easily deny.
Better continue the studies and get the professional degree which is better than the degree in arts.
If not interested send notice and file case for return of certificates. It may take years for the decision to come and the college may file counter claim for payment of unpaid fees.
This is like blackmailing by the colleges.
