Fist of all accept our thanks for appreciating the aim and object of this site and experts who contribute here without any reward.
So far your query is concerned, there is no need to move RTI application to any authority rather you should enquire its title from the office of municipality wherein house tax of such residential house is deposited.
You should file a suit for partition and possession of the aforesaid property as you have 1/2 share therein.
