Repair work regarding

sir,
i purchased a flat in 2004 which is cmda approval flat 1+2 floor, each flr 4 houses total 12 house.

now my problem is i am residing in first flr ( ie) middle of the flr in the building.

water leakage in my house from my top flr house both room. many times i informed to do the repair are rectify the booth room.
but he is telling the problem is in your house since i will not spend the money.

my query is water is from the top flr since he has to repair their only not in my home
how can we solve this problem
kindly advice please.
