I joined the post of LDC in AFHQ ,Min of Defence NEW DELHI on 02.06.2003 AND apply for the post of commercial apprentice in Railway through proper channel and after selection and receiving the offer of appointment, I went to Bhavnagar Division(Gujrat) for medical check up and document verification but he refused to check up with out resignation letter from the earlier department and forced me to write a letter for further extention to submit the requisite documents.The then DPO granted permission upto 27.03.2006. My department relying upon the extention granted letter technically relieved me on 23.03.2006 so that I can joined the post of commercial Apprentice on 27.03.2006.I was found medically fit for the post vide medical certificate dated 28.03.2006. But I was neither given the joining letter nor sent to my earlier department about joining of the official from the railway department and AFTER LONG TIME, I was sent for initial training on 19.05.2006 at ZRTI,Udaipur. Between these period I had apply for the post of income tax inspector through proper channel and after selection I technically resinged this post of commercial apprentice on 03.11.2008 .My earlier service book was sent to the Railway by properly counting the service but the railway has not sent my service book alongwith the service OF LDC of AFHQ to the department of income tax,Mumbai. In the forwarding letter of the Bhavnagar railway, it was stated that the period 25.03.2006 to 18.05.2006 can not be regularised as per rule. He has not mentioned any rule.Please suggest me. please also suggest me about railway rule for regularization of this period.
