Respected Experts,
Is company as principle employer liable to monitor deduction of PF on employees engaged through contractor for carrying out work like gardening or providing security service?

Sir my company is constructing a building and hence using contract labor for activities such as preparing garden area, Security office. such activity normally does not take time beyond 30 days.So is my company liable to check if the contractor is deducting PF ESI and depositing the same on time?
Also is PF act applicable on temporary employee who are not yet under payroll of company?
