Regarding annexure k in passport application

hi.i m 61 yr old,retired muslim govt official.i hav applied for a passport,in that i hav mentioned as divorced.i gt seperated from my husband 26 yrs back just by mutual understanding n thre s no legal decree fr that..now in passport office they are asking for divorce decree either issued by court or qazi which i don hav.to get a certificate that(my divorced husband) person s not ready to come n sign before qazi.in this case what should i do.please help me..is annexure k given in passport is enough to submit
