Reclaiming Land acquired by government

My friend's land was acquired by the government 10 years back due to nonpayment of sales tax. He now wishes to repossess the land. What is the procedure to do the same?

Firstly he has to clears the dues of ST Deptt. then he can take the no objection certificate from the deptt then he has to file case for the restoration of the possession of the land.
