Punjab Registration Act in Delhi

DELHI-
I have been falsly framed u/s 138 where my signed blank cheques were misused and bounced deliberately. The story made by him is that he had given me a cash loan of huge amount with a return of 3% pm. He says that I paid him regular interest for 1 and half year regularly after which I started defaulting. He got my cheques bounced deliberately. Fact is that there were no monetary transactions whatsoever.

My question is apart from the case of fraud which he has committed -

My friend is not a proffessional money lender. but in his complaint he has clearly spelt out that he lent me money for a fixed return as income which he was receiving.

What is Punjab Money lenders Act? Is it applicable in delhi? Can I use this against him?

Yes, Punjab Money Lender's Act is applicable in Delhi.

You can use other sections of IPC viz. presenting false evidence in Court of Law against the said person. Also, go for malicious prosecution.

“Money-lender” means a person, or a firm carrying on the business of advancing loans as defined in this Act. So unless he is a professional money lender he need not register.

But if he has declared in his complaint that he had given money so that he could earn additional income at in interest rate of 3% per month. He also claims that I had given him the interest for more than one year regularly. At one point he says that he gave money with the intention to help a friend and at another point he says that he gave money so that it becomes an extra source of income.
So if he is showing it as a source of income so does it not make him a money lender??
