respected sir i am govt. computer reacher in punjab education department ,and the govt nominate our district head from punjab education department (lecturer )for the working of computer education in the district. The district head publish a book of computer practical and now he pressurize the computer teachers to distribute books among students for rs. 40. there is no instruction from the govt. to schools for implement practical books and all books related to computers and other subjects are distributed from the govt free of cost. now my qwestion is that : 1. as a govt employee is the district head have the right to publish a book,and distribute among students for rs 40,if no then what to do to stop these types of bussiness thanks

There is no restriction on any government servant from indulging in literary and artistic works. Therefore the District Head has not done anything wrong in publishing a book on computer practical. BUT asking the other staff to sell the said book to the students is highly objectionable. One can definitely make a complaint to higher authorities. He will be in trouble.

Yes like any one ,even a government servant can author a book and can get it published too,BUT HE CAN NOT DEMAND ON ITS SUBORDINATE STAFF OR ANY ONE TO BUY OR MAKE SALE,CAUSE IT TO BE SOLD TO STUDENTS OR ANY ONE. Your anxiety is correct for which you can complain to his boss.

Make a complaint to higher authorities. He is doing something illegal taking advantage of his official position.

A Government servant can publish a book with due permission from the competent authority of his department under the provisions of Conduct Rules.
But, he cannot misuse the Government channels for distribution and sale of his book.
He must make his own arrangement to sell the copies of his book by self or through booksellers. He cannot compel the computer teachers to sell his books for him.
You can make a complaint to the Vigilance department of the State Government.
