Protection from sc/st atrocity

I am a resident of A P and workig in Government of india organisation.i am facing a problem with a SC candidate who is threatening me to file a SC/ST atrocity case against me
Details: I am residing in agovernment flat for last 6years and from last three years a SC candidate residing in my opposite flat. from starting onwords some illegal activities are going in his house which is causing more inconvience to us. one day i called him and told about problem, from that day both wife and husband attacked me and my wife to beat. i called the security persons to assist. they came and solved the problem and send a report to admnistrative officer. on the next day when I was in duty he and his wife attacked my wife. again security persons came and send a report to Admn officer.
then i lodged a compliant at admnistrative admnistrative officer, copy to general mager by asking provide me good to change from the present flat.
from that day they both wife and husband threatnening us to file a SC/ST attrocity case. when ever my self and my wife comming out the couple shouting on us by using filthy language, attacking us to beat.
ther was no action from department. we are feeling that house arrest. here is question of my undamental rights.
Wht i have to do now? how i can protect my self against SC/ST attrocity act. If they file a case what will be my future.

Dear Kishore J,
You could file a criminal complaint against your neighbours for those "illegal activites" you had mentioned. You could also file a criminal complaint against your neighbours because they physically assaulted and verbally insulted you. There are other civil and departmental actions available as well.
I'd also recommend that you shift to somewhere else at your own cost.
But please be aware that we cannot take any legal action against your neighbours merely because of the reason that you are afraid/intimidated of them.

it is advisable toshift to an alternative accomodation .
your neighbour is fully aware that he can drga you in flase SC/ST atrocity case . .
keep copy of complaints filed by you with administrative officer for your record . send reminders for action taken on your complaint
next time your neighbour threatens you record the converstaion on your cell .
