Dear Sir,
I have purchased a flat at Paramount Residency in the year 2009 at Hyderabad under Nagaram Panchyat.
I had approached the builder during the same period and since then to help me make my flat assessed enabling me to pay my property tax to the concerned department. To this the builder asked me to approach the local Gram Panchyat and that he has nothing to do with it.
Subsequently I have approached the Nagaram Gram Panchyat for paying the property tax but they refused to take the same and issued me a letter stating that the builder did not submit certain documents like completion certificate, etc and that there is also a litigation between Gram Panchyat and the builder on a nulla issue which Gram Panchyat claim that the builder did not take care for connecting the nulla on the other side of this property. Due to which during the rainy season the Nagaram village gets flooded up, hence there is a case pending on this issue.
The case point has also been mentioned in the letter given to me and cited these reasons for which they cannot accept property tax from us.
Under such circumstances can we pay the property tax. Please guide me with your valuable inputs.

You can prepare a Bank Pay order favouring the Concerned gram panchayat on self assessment basis and send it through registered post with acknowledgement due. This act will be favourable in case any further dispute arises in future. Further you can approach court for suitable relief
