Problem with information commission

A Information Commission has become defunct; with many information commissioners retired and no new recruitees.
The Chief Information commissioner is highly overburned by this problem. As on date year 2009 appeals hearing are going on.
I have filed an appeal in 2011 for not getting requested information from a Govt. Department and keeiping in mind the present scenarion I dont know when this appeal will come for hearing.
My doubt here now is since the Information Commission has become defunct, Can I file writ in the Hon'ble High Court to get the requested information citing the above reasons. In my opinion atleast this will / may be faster.
Please advise.
