Can a person who is charged with some criminal offense, (pending trial ) study LLB and the register with State Bar for his enrollment as an Advocate.

Yes. There is no law restricting him to continue his study only on the ground of pendancy of a criminal case against him. Even the convicted persons can start their studies during their punishment.
