Policies for volunteers working for a ngo

Please resolve this query:
A NGO which is a charitable and educational trust is setting up a support center to provide information/attend to queries of the general public in India. The support center will function like a call center but without shifts. So the volunteers working for this support center should be governed by Shops & Establishment rules or any other act?

Please note here, the volunteers are paid honorarium and not salaries.

The situation is to be seen in reference to local law and guidelines, without full facts i.e. state in which the same is to be established etc. it is difficult to advise.

Yours is going to set up support center, Consult a local lawyer.
