It should read as embargo. That means there is temporary stoppage of pension due to paucity of funds. However, reliable information details can be checked up by posting a query under RTI Act to the Government of West Bengal.

You have to mention the department from whch she is going to retire from service. Though there should not be any embargo on pensionary benefits unless some dsciplinary proceeding is going on against such employee, to know for sure you could get in touch with the officials of such department in Writers' Bengal in case she is a State Govt employee.

The pension is the right of an employee and forms a service condition, it cannot be stopped or withheld unilaterally. I case there exist any such embargo, it can be challenged.

Dear Anonymous,
As per instructions, the preparation of pension papers start six months before the official/officer is due to retire. Thus, please enquire from your mother whether she submitted her pension papers indicating (i) how much she would like to commute (ii) from which bank branch she would like to get her pension etc.
After her retirement on 1.12.2010, she would get Pensioner's Portion of the Pension Payment Order (PPO) indicating the amount of pension payable to her, the Dearness Relief Payable on the same, the amount of pension commuted by her, the sanction for the payment of the Commuted value, sanction for the payment of Leave Encashment, Sanction for the payment of Graduity, Sanction for the payment of balance in her GPF account etc.
Her first month's pension will have to be credited somewhere around 31st December 2010 or 1st or 2nd of January 2010. Before that you have to follow up with the Pension Office for the issuance of the PPO and sending one copy to the Bank Concerned.
Once the copy of the PPO reaches the Bank concerned, you need not worry, since the payment will be done on the due date by the bank and they the bank will submit the account to the Pension Paying Authority.
Wish your mother a very happy and trouble free retired life.
