Patta land

whether a patta land; given by the govt. can be a subject matter of a development agreement of a real estate company at the time when the patta donot confer any right to tranfer.
what will be the fate of such agreement .whether it can be legally enforceable.

If the right to transfer are not vested in favour of transferor, such agreement is invalid and void-ab-initio and thus cannot be enforced.

why patta was there?

whether it was there to give land to landless so that he could till the same or whether it was for commercial gain.
