Partnership with a state government

A State Government Nodal Agency chaired by an IAS oficer after issuing a letter of willingness to partner with my private company in the year 2010, where I had invested few lakhs to perform an event proposed and venue advances paid by me, was performed in the year 2011, had towards the end denied to part with me saying Government cannot part with a private company.
Also they have not paid me the amount I had invested.
How do I proceed on this legally

THE STATE GOVT. IS BOUND TO ACCEPT THE PARTNERSHIP UNDER PRINCIPLE OF PROMISSORY ESTOPPEL THERE ARE FEW GOOD PRECEDENTS.
