Obviously, the Panchayat or rather, the Sarpanch had no authority to sell the land. Registration of the alleged transaction does not confer any authenticity to an act which was patently illegal.

Your father had the option to initiate civil and criminal action against the person(s) involved. By this time, civil action could be barred by limitation. However, it may be that no limitation applies if the action of the Panchayat/Sarpanch if the attempted sale was patently illegal.

Any Government organisation/institution is only an occupier of the land; the title vests with the Government. As such it is only the Government alone that has the authority to dispose of the land, if surplus to its requirements after ensuring that no other Government organisation requires the same.

It seems the land was sold without authority, if so, your family can not claim title on this sale deed.

Consult local lawyer and show him all the documents.

Consult a local lawyer with all the relevant documents/papers and discuss about the solution to this local issue involving some scam somewhere.
