officiating promotion

My query is a promotion was made 8 years ago as officiating promotion subject to approval by DPC. Whether an officiating promotion can be termed as promotion within the meaning of service law.

when was DPC held and when ad-hoc promotion was made. what was reference to the DPC

Officiating is not promotion.

The post in which he was holding was upgraded and officiate promotion was granted without holding any dcp.

query is still not clear why DPC could not be there

whether RR exist for upgraded post.

whether it is upgraded or merged with existing higher post.

You may gain nothing by hiding vital facts.

No fact are hidden. The post he was holding was upgraded to the next higher post and officiating promotion was given subject to approval by the DPC.
