Noc from society

Hello Sir,
I mehul jakharia having a shop no. 9 in ashoka tower,kulupwadi road,borivali east,mumbai,having a groceery shop .
I reneted this shop & necessary document submitted(Registration leave & licence agreement & police verification)and also applying society to give me a NOC from society to give me permission to run the grocerry business.Inspite of all the formalities done by me,but society are not willing to give me a NOC for said shop for running a grocerry shop. I run this shop from last 10 years,but due to surgery i am not willing to carryout ,so i rent it out said shop.The said shop is rened out from last 3 years .Now the I renew this agreement with same licencee for next 3 years,but society does not give me NOC.
What should be my next step to receive NOC from said society for my Grocerry shop.
Your immediate action into this matter is highly aappreciable.

permission of society is necessary to give premises on leave and license basis .
ask the society to give reasons in writing as to why permission is being with eld particularly so when it has been given to same party as licensee .
