I want new water connection in pagdi system.. and applied as well in bmc but now bmc kept it on hold saying property tax is pending from landlord and we need Full amount then we ll clear your connection.. can bmc hold my connection just coz landlord haven't paid property tax

Paying property tax to the concerned department in respect of the property is essential and cannot be avoided for any reason.
Moreover you are asking for an additional water supply connection and not that you have been denied with the basic amenities since there is already a connection to your property, hence the demand for proeprty tax to release additional water supply connection is justified.
The collection of property tax from such owners is a very tough task by the BMC authorities concerned and until and unless they take such drastic steps they may not be able to recover the same.
You may talk to the landlord and arrange to paying half the arrears along with him and deduct the same from the monthly rental payment to solve the crisis amicably.
No legal action against the BMC n this regard may be effective nor it may fetch a fruitful result because nobody is exempted from paying the property tax for whatever the reason they may have.

Municipality is concerned with the collection of property tax, which landlord has not paid.

This is very common way to pressurise the concerns for payment.

For a practical approach, have understanding with the Landlord, pay the tax and get the connection.
