Negotiable instruments act

(Querist) 12 July 2013 This query is : Resolved 
Its written in a book that this Act applies to all the persons resident in India, whether foreigners or Indians.. so how do they determine if someone is a resident or not. Is it the same way the residential status is determined in the Income Tax Act ? pls answer in detail..
